I'm pretty sure you have to earn engineer via activity, aid, and other means. Building doesn't help once you hit builder. Try hanging around, going on mumble and the like. That's what I understood. From then on, it's only dependent on wether or not an admin sees you enough. This is at least what I've been told happens when you hit builder.

^ this. engineer is more of a trust thing than an ability thing

He is correct. Builder is basically the highest you can get from just building. Builder => engineer is really a point where you move from gaining benefits from being promoted, to gaining responsibility. You need to have your name out there and be a trusted member. You need to be active. and the like. Once you hit engineer it's not about you anymore, it's about community.

That said, being of rank awesome, I spend at least 2-3 hours a day just patrolling classic. I don't really build anymore, because I don't really have time. It's not really a bad thing, it's just changed the way I play minecraft. Now it's not so much about building stuff, it's about helping people. Helping people is something I really like to do (plus swinging the banhammer every once in a while is fun too).

One thing that I would suggest is, if you think the responsibility of Engineer is something you want, when I'm patrolling having deputies that are rank builder/engineer are always super helpful, because they help me be more efficient. Helping us find griefers lets us show that you have good judgement. Helping out people in the chat lets us know that you're helpful, and lets us know that you're there.

I just write this to tell you that i read every message you sent me (and twice Ozy hehe) and i must think some things... Also i go home today so i won't be so often in the server (for about 2 weeks)... Anyway, i thank you all for your support and i really appreciate that! See you around! ;)
