New Server? A theme world?

I wanna ask you something....
Can you creat a new server? A theme world?
And now the theme should be :
BIKINI BOTTOM....

I have a lot of ideas and i am thinking that there could be a team which creates and builds this server.... like a museum...like bikini bottom....

All important charachters as high buildings....and also the most important buildings of bikini bottom.....
Whats about to build a builder team for a new world?
for the underwater city

This wouldnt work, do a miniture scale one in a guest world underground, underwater or something.
Their not going to dedicate a world to your idea.
