There's going to be an hour's Q&A/Livestream tonight at 9-10pm PST. That should clear up a lot. The big reason not to buy right now is this:

Yes, that's right, the SimCity reboot will be online-only. A casual game. What the hell are you thinking, Maxis? The second problem there is that once EA deem the program unprofitable (Hint: if they don't put in an offline mode), they will most likely take the servers down, leading to a gigantic waste of your $70.

It requires an online connection to sync the every growing "sim world" and for DRM. That does not categorize it as a casual game. You're thinking in the sense of Farmville or SimCity Social, however what they mean is that it will require a "always on" connection for DRM and other features, this is the result of piracy. It won't be played from the cloud, but it will just require a connection to the internet.

It's mainly just some developer telling everyone the usual shit about how great the game is and then telling everyone that that's why you can't have an offline mode, even if none of your friends will play it anyway, you still can't play offline.
